Job Purpose:

Oversee the control processes on maintenance activities for all maintenance disciplines (Mechanical, Electrical and Instrument). Controls includes, but not limited to: MAM OPEX spending, MOCs executed by MAM department, overseeing RCA, MTA and BA actions and overseeing the training of MAM department. Lead and motivate team and acts as a champion for all maintenance activities and procedures particularly in the areas of human resources and HSE related topics.

 

Responsibilities

  • Work as focal point of communication for MAM department with all involved disciplines to oversee the maintenance control process.
  • Develop own section capex and OPEX proposals and monitor expenditures for optimum cost saving. Oversee the OPEX spending for MAM department overall and for each section of MAM department. Analyse the OPEX spending to identify the money drainers for each section and generate corrective actions to avoid reoccurrence.
  • Track monthly Accrual status and to steer zero overdue target, as per finance control department procedure; and monitor budget performance per operation area and report deviations and corrective actions to stake holders.
  • Conduct quality check audits for maintenance activities to ensure the work quality is maintained.
  • Oversee all MOCs that are executed by MAM department to ensure completion before due dates.
  • Work with reliability dept. to Identify and investigate the root cause of failure in bad actors (Mechanical) and MTA List, participate in incidents RCA and recommend efficient, cost-effective solutions to resolve the issues. Maintain ZERO overdue action(s) for self and own staff.
  • Oversee the status of RCA, MTA & BA Actions assigned to MAM department to ensure completion before assigned due dates.
  • Review invoices and approve contractor service entry sheets (SESs) according to Management of Delegation Authority (MODA) requirements.
  • Review and update the Plant maintenance procedures with the latest designated area data and process changes to ensure the plant integrity is maintained.
  • Provide maintenance input to Maintenance Strategy Dept. for maintenance strategies review, development and RCM workshops. Play the role of maintenance subject matter expert for special maintenance team in all the required stages with required resources and technical support.
  • Liaise with central planning department (MMP) to finalize yearly planned maintenance activities and the required spare parts with regard to the major rotating equipment overhaul. Ensure the business processes and work activities, relevant to position, are executed in compliance with the company’s policies, procedures and to achieve the business objectives in a safe, efficient and cost effective manner.
  • Support other lead maintenance engineer during major event and resources whenever possible.
  • Develop own staff EPPs in-line with GMM function and company business objectives. Manage and motivate team and act as a champion for discipline procedures and work instructions particularly in the areas of Integrity, Reliability and HSE. Be part of the interview panel of new hires or contractor manpower.
  • Oversee the training plans for MAM department in term of planning, registration, execution and evaluation. Have continues development on the mechanical, electrical and instrument technician progression schemes and to ensure compliance to the training plan for each individual in MAM department.
  • Direct and support the activities of the On-Job-Trainer (OJT) for own staff in Training Needs Analysis (TNA) and support the development, delivery and assessment of OJT modules to maintain and enhance the technical competence of own staff.

 

Qualifications:

  • Bachelor's degree or equivalent experience

  • Minimum of 8 years’ relevant experience
