Turnaround Planning Engineer 


Job Purpose


Provide detailed planning of work packages related to his assigned area planned outages to have effective execution of the assigned scope of work with minimum cost.


Key Accountabilities


  • Develop “repeatable” work scope from prior outages in the assigned area, including findings and recommendations from inspections, reliability, operation and technical support departments.
  • Confirm that plans match international and internal standards adopted to ensure safe and environmentally sound operation of the assigned area.
  • Review proposed work plans for the assigned area and storage tank outages with all involved departments including but not limited to operation, special maintenance, inspection, fire safety, contract execution, defect elimination, project, etc.
  • Identify and insure that ‘’new and additional’’ corrective work being requested after freezing the scope meets criteria set forth in governing standards
  • For alterations, confirm that requestor has executed technical approval (management of change) process and documentation for requested changes
  • Confirm proper cost accounting assignment for different elements in the work package (maintenance, capital, replacement, etc.)
  • Develop work plan based on accomplishing with SASREF resources
  • Coordinate resources and work groups to minimize tank unavailability
  • Segregate work into schedule –able components
  • Identify materials and auxiliary equipment needed by each resource / work group
  • Include operations resources needed to release equipment
  • Maximizing pre-work to minimize outage
  • Prepare all required documents required for planned outages for his assigned area.
  • Document repair findings to ensure consistency and accuracy
  • Review completed work orders to insure work plan accuracy
  • Record corrected plans in work plan library against future need
  • Review ‘’critical – path’’ and ‘’near-critical path’’ work to Identify methods to remove work from turnaround scope.
  • Support the team during emergency outages in the assigned area or other to bring the unit to its normal safe operation.



Workplace (WPS) and Process (PSM) Safety:

  • Ensure that measures to protect personal safety and well-being are always in place and that personal actions do not jeopardize the safety and well-being of others.
  • Adhere strictly to all IOWs, Safe Operating Procedures, and Safe Work Instructions - thus preventing potential WPS and PSM incidents at all times.
  • Always comply with the SASREF HSE Policy, the 5 Safety Principles and 12 Golden Safety Rules.
  •        Performance Indicators:
  • No personal injury or injury to a third party.
  • No WPS or PSM incident caused

Qualifications & Experience

  • Mechanical engineer BS. Degree or equivalent
  • 5+ years as area –specific turnaround planning experience
  • Relief supervisory responsibility preferred
  • Equipment category-specific certified training
  • Very good English language skills
  • Competent in the use of PC applications (Microsoft Office suit or equivalent)
